Rated R movies might involve concepts that might fly over a child's head (meaning that they won't understand most of it) or they might be influenced by something negative (<---least likely to happen) but if we are talking about a child that DOES understand adult concepts than it would probably be okay for them to watch pg 13/ Rated r movies. It's really the parents' decisions whether or not their child watches adult movies.
