Why was 'Beverly Hills Cop 3' done the way it was and not like the other two movies?

According to a website- the third movie was going to be like the first and second movie as a script had been written with every character returning. However, it involved a story set in London which would have required a big budget for filming to be done over there. Therefore, all the original actors except for Eddie Murphy (of course) and Judge Reinhold decided to drop out of the series. Then the original producers left the project and turned it over to new ones. They decided to make the third film more like a comedy rather than a violent action-adventure story. But that turned out to be a huge mistake and disappointed a lot of fans. So a fourth film had been planned which would erase that story and continue from the ones that were acceptable- but unfortunately it has now been scrapped. Eddie Murphy is going to return as Axel Foley in a TV series instead of another movie.
