Probably to prevent the child"s normal movements and this seems a bizarre punishment-without-crime or even misbehavior move. I read the book Mommy Dearest and was utterly shocked at Child abuse by a major Hollywood star. One gets the idea she adopted children as some sort of profitable ( for her image or M.O.) publicity stunt and started jolting the handlebars when things got rough- or the kids got in the way of her Career. Both of the children were adopted, maybe this confirms the folkloric idea of cruel or mean step-mothers so common in lore. The Night Raids as Crawford describes them were in part alcohol fueled a sick rhyme but ( an alcoholic Mother, is like a boat without a rudder!- way out of control and all over the water.
