Exodus, Chapter 30 forbids the direct counting of individuals. Instead, a census should be taken indirectly, for example, by poll tax, or another standardized 'donation'. (Much later, Josephus records that a Roman procurator counted the livers of the Paschal sacrifices to determine how many there were.) David failed to follow that indirect method. When he realized his error, he confessed his trespass. While a subsequent plague did take some 70,000 lives, all the standard Jewish commentaries indicate that it could have been much worse. (One goes so far as to explain that actually only one or two prominent individuals died but that they were 'worth' 70,000).
Ah, but the question really is: was it wrong?
This is only one of many places that The Bible contradicts itself.

In the Bible, King David's decision to conduct a census is mentioned in 2 Samuel 24 and 1 Chronicles 21. This act was seen as sinful because it reflected pride and a lack of trust in God to protect and provide for his people. The consequences of this census included a plague that affected Israel until David repented.
