Paramount pictures didn't see Michael bay fit to make the movie, After altering the original story no body even liked the idea. They didn't want a crash and burn.
The only reason this show was cancelled was because it was scoring better ratings than Power Rangers. You see, Saban Entertainment figured that could benefit more from Power Rangers. Every time they use Mirage characters (The turtles, Shredder, April, Casey, etc) they have to pay Mirage Studios. By working on a franchise they own (Power Rangers) they don't have to share themoney with anyone. After the show ended, plans for an animated version were underway, but it never went into production.

yes there was, in Ninja Turtles: The Next Mutation she was called Venus or Venus de Milo- There was only one female ninja turtle from the TMNT: The Next Generation TV series called Venus de Milo. The writers of the show changed the origin of the TMNTs a little bit in order to introduce her to the show. It was "revealed" that there were actually five turtles that had gotten covered in ooze, but Splinter missed the fifth one. Venus emerged in Chinatown where she was adopted by a Japanese man that took her back to Japan and trained her in karate. Venus eventually returned to New York and ran into the other turtles and joined them.One of the original creators of the TMNTs (Peter Laird) purchased the rights to his creations. He absolutely hated that a female ninja turtle was created, so after he took over the rights to the turtles he vowed that nobody would even be allowed to mention the fact that Venus ever even existed.Here is a quote from an interview with the director of the TMNT movie's director about the rules that Peter Laird gave him regarding Venus de Milo:"There's absolutely no mention of Venus de Milo, the female Turtle. You can't even joke about that with Peter. It's just one of those things that he hates with a passion."

There has been no announcement of a new female mutant turtle in this series, however Karai, (a famous member of the Foot Clan) will be introduced in the next episode "New Girl in Town".
