This has also happened to me in SoulSilver. I tried getting other dittos too, but they all hate each other.
If you're breeding with a Ditto, there will be an egg regardless the relationship of the two pokemon. If they dislike each other it will take longer, but in the end they will eventually breed. Just be patient and you'll have tons of Eevees in no time!

No. If you breed a ditto with another pokemon- you will get that one and not a ditto. I don't think breeding two dittos will work though because they are genderless pokemon. How do you breed a feebas?
If you have a female Feebas and a male one you can leave them in the Day Care, or you can get a Ditto. (Which in certain games they are hard to find.) If Ditto is caught from the wild and so is Feebas, it'll be hard to breed them since they'll dislike each other. If you have the male and female together, it'll be easier.
