HEY! they may do, at least hillarie Burton might. considering they did not kill off the stars there is no reason why not. hillarie Burton is still running her business from North Carolina wilmington so she is available for anything they throw at her. the problem is chad Michael Murray. if you watch all the extras on the DVD's you will see that he is never really at events and so he was not one of the cast who was available alot. not like Sophia or James. so i don't know if they will bring Peyton back without lucas or just as they are. i think they really need to explain the reason why they left in the season because it is not clear at all! they will lose alot of viewers if they go into the drama and not explain the end of season 6. so to answer your question, yes they may guest star but i would say only in episodes around the mark of 7-14.
Well ive read that Peyton and Lucas will return to One Tree Hill for a few episodes for Brooke and Julians wedding, however if the show has some implications with the wedding, they will bring them in at a later date. Both Hilarie and Chad seem to be willing, however its not set in stone yet. Also, some other cast members may return to the show, but its still a bit on the DL at the moment. There was no animosity between the writers and both Chad and Hilarie, so i don't see why they wont return to One Tree Hill. You never know, if things go well with the few episodes they may return for season 9! If we're lucky! Hope i helped (:
