What I do
I offer to buy them a meal or give them left overs from a restaurant meal. I have had some take the food and sit on the curb eating it as I walked away. I gave one man a new wrapped sandwich and he threw it in the nearest trash can. I refuse to help them support whatever habit they may have and I tell them that. I figure that if they are truly in need a meal will help them and in that way I am doing something but not enabling them. I often will also give them directions to the nearest shelter so they can get help. I have compassion but I am not a fool.

I don't think people would buy a lsp to give it to a stranger and waste their money.
Why would we do that? It's wasting our money, anyway. Besides, you're a stranger.
