You can't find him without a cheat but, you can evolve him with drifloon. To get drifloon you must play and go to valley windworks on Friday and you will find a drifloon right in front of you. Then catch it and level it up. I think it'll evolve at level 36 but I can't be sure. I hope I helped! He evoles at level 28.
