To evolve a Pichu you need to make it very happy and then you make it gain a lvl. and it evolves then. To make it happy I suggest that you give it many stat boosters lige HP up and protein. Another way that I used on my lvl. 1 Pichu is to take many of those berrys that makes your Pokemon happier but lowers a stat like the tomato berry. Since it´s low level it wont get affected by the stat lowering after giving it one once and therfore it´s a win, win situation after feeding it the first berry. Hope it helped you ;)
