It is labeled ACC (accessory) and is located under the driver side dash. to the left of the fuel/hood release. 15 amp BLUE fuse, bottom left if i remember correctly!
Most likely the fuse is blown, many cars have the cigar lighter and the radio on the same circut.
check your radio backup 7.5 amp fuse in the engine compartment fuse box. It also controls the clock, not sure of the lighter.
first check your fuse panel located behind ashtray and change fuse if that doesnt work check your code in radio if stock

The ac controls fuse is the same as the radio/cig lighter which is located in the fuse panel next to the steering column.
Turn the knob that is located on the right side of the dial.
