It is unlikely that the engine stays cold but rather that the idiot light or idiot guage on the dash isn't working. Your choice.
Sounds like you have a thermostat that is sticking....
If it's sticking open, you'll get max cooling at all times.
Engine oil is manufactured to work around 150-180F, maybe 70-80C (check with an oil company). Problem here is that cold engines wear like crazy since the oil's not lubricating as it should.
So maybe it's the gauge/light, maybe the thermo.
Whatever, you should take the car to a garage and get it checked out toot sweet.
