2001 Jeep Cherokee the blower motor does not work yet there is power in the live wire when you put the blower switch on you can detect power on the ground line the fuse is okay Please help?

If you have climate control check the blower module. The power wire mounted on it's circuit board overheats. The module is located on the firewall under the glove box. Check module and see if the power wire is burnt. You can get an repair kit from the dealer to fix it.

Why would the blower motor on your 2000 Cherokee operate intermittantly and sometimes not at all no matter what the speed is set at?
A loose connection at the motor and/or bad ground at the blower motor. If it is getting current then the motor may have a bad spot/ high amp draw and need to be replaced.
