If by acoustic bass, you are referring to the upright bass (acoustic bass can also mean a bass that is styled like an acoustic guitar), there are many reasons why an acoustic bass is more expensive.
For one, it's hand-crafted! Most basses are factory-made, and are thus less expensive. You can't factory-make an upright bass, you have to hand-craft it. The design is just too complicated. For example, you have to warp the wood on an upright bass to get it to be the right shape. The front and sides are always warped to the right shape, and a lot of times the back is, too.
For another reason, the wood pieces are a lot bigger, and therefore harder to get. You can get plywood basses, which are cheaper, but a hand-carved bass is made from wood that's three feet wide and five feet long. Also, the quality of the wood is key. Quality wood is rare, and therefore more valuable.
The sound quality is dependent on how well crafted the bass is. The better the crafter, the better the instrument. On electric bass, the sound quality lies mostly in the pickups and amplifier.

By the term 'normal Basses', i assume that you mean acoustic/upright basses. In this case then yes, electric basses are played like you play a guitar except generally with the fingers as you do with an acoustic. Not really. That is, an acoustic guitar is not any more of a "beginner's" instrument than an electric guitar is. It might be cheaper, and it may be quieter (or possibly not: you can practice an electric guitar without actually plugging it in, or with headphones), both of which are reasons parents might choose to purchase a child an acoustic guitar instead of an electric one. If you learn to master an acoustic, then you will have an easier time learning to play an electric. This is simply because acoustic guitars require more precision to make each note ring true. Also: an acoustic requires more finger pressure and therefore more finger strength and calluses. An electric is easier on the finger tips, but is also more sensitive as far as technique. My best answer is to practice on both to develop the most versatility. But if sound is an issue, an electric is quieter if you don't plug it into an amp.

An acoustic guitar is hollow, with a sound hole, allowing it the reverberate the sound, and making it louder. An acoustic guitar is always louder than an electric. (When the electric has no amp.) Acoustic is hollow allowing the sound to reflect off the inside and echo producing louder sound waves. (Like an auditorium.) whereas the electric is hard below the strings preventing any echo.
