Certainly- there is an acronym called RACES- Radio Amateur Civil Emergency Services. of course there is much related activity with REACT ( Regional Emergency action team- mainly CB, also. one speaks of a React switchboard- As I understand it, REACT used mainly mobile operators in cars and was pre-occupied with highway accidents and related emergencies.-and still is.
