Yes
Any police officer can give you a ticket for failing to produce proof of valid, current automobile insurance if pulled over while driving/riding said automobile.
Yes, the police technically could wait until you are driving in order to give you a ticket when your license is expired. Hopefully the police would warn you that your license was expired rather than immediately ticketing you.
I think it depends on what state you live in. I don't know where you are from but in the state I live in, you'd be LUCKY to just get a ticket and a fine, because the police CAN and WILL take you to jail for driving that many mph over the posted limit.

As long as you are driving, yes!

Yes. He can't do it while you are driving.

yes if you were caught by a traffic camera or a police officer who was not in a vehicle was able to get your plate number and wrote the ticket.
Most locations have a law against bad driving. It's not exactly called that... it may be legally referred to as "careless and imprudent", for example... but it basically means that a police officer can give you a ticket for almost literally anything the officer considers to be bad driving. You may be able to contest the ticket, in which case you're taking your chances that a judge and/or a jury will agree with you and not with the police officer, but in short: yes, a police officer can give you a ticket for not passing a semi.
Normally any officer can be contacted through their administrative office or dispatch center.
If you find yourself suddenly pulled over by a police office while driving in another state, you will find that it is very easy to take care of the out of state speeding ticket should you receive one. Most police officers will give you a ticket with a price listed on the front of the ticket. This is usually only the case for those that live out of state. Many officers can take a credit card payment on the spot or you will be able to pay the ticket online through the state's website. Out of state tickets might be costly, but they usually do not add points to your license.
Call the court clerk. Depends on who issued the ticket if it was LA Police, LA County Sheriff, or California Highway Patrol.
YES!! you can get a ticket for driving to slow
You can't insure a driver's license. The ticket would have been issued to whoever was driving at the time the police issued it. If you had no proof of insurance with you - and that is required in most states - then you can be ticket for not having it with you.
well all you have to do is go to the police office that gave it to you and get a copy!!
