Generally, no, an abandoned dove egg cannot be hatched. The mother abandoned it for a reason. If it doesn't keep the proper temperature, even with Mama sitting atop, then it is either infertile or an early death or a rotten egg. There are reasons for a dove to abandon a perfectly good egg (threats, death, etc.), but for a human to attempt to duplicate the incubation environment, and then to feed a naked chick is near impossible.

If the bird has precocious chicks (able to function on their own after hatching like chickens and ducks) then if you have the facilities, by all means, try to hatch an abandoned egg.

If the egg comes from a songbird or such that has naked hatchlings who must be attended until they fledge, leave them alone.
