They start wanting beer in their water bowl. Seriously, the loud volume doesn't hurt their ears...I had a dog that would lay by my feet while I practiced the drums! (No, she wasn't deaf.) They're howling at the frequencies they hear in the music, not from pain. Had another dog who was fascinated by "Dogs" from Pink Floyd's Animals. (Especially after he'd had a drink of water.) its ears hurt and it will bark or howl, because dogs have very sensitive hearing. But that's only if you put it right up to it's ears, which is just mean and you could make it def! in which case ill call the Animal Cruelty Officers on you! lol
It's not a good idea to do so. Dogs have more sensitive hearing than humans, and music can hurt their ears if it is loud. The same goes for cats. Not to mention it may be frightening to some of them.

It shouldn't provided it is used properly. A dog whistle is a whistle that produces a pitch that is too high for most people to hear, but most dogs can hear. However, if you blow the dog whistle in the dog's ear, yes it will hurt the dog's hearing.
