It is possible. If they are authorized to issue tickets on the property and grounds under their control, they can.
Call the dept. who gave you the speeding ticket. They will be able to give you a copy.
If you are violating a parking law, absolutely. The officer may just ask you to move the vehicle but that is only at his discretion. If he chooses to, he may write you up for any violation you are making.
Defining private parking lot is the question here... The jurisdiction extends if the parking lot is regarded as a public access way... i.e. a mall, a hotel driveway, restaurant parking lot. A true private parking lot is a lot where access is limited by invitation or a private residence.
If the property holder gives the police department access to the community for security reasons, the police officer can conduct himself as if he was on patrol in a public neighborhood. Pay the ticket.
Yes, you can get a ticket for parking in a handicap spot on private property in California if you don't have a handicap plate or placard. If you want to fight the ticket, for instance you have the placard but you failed to hang it from your mirror, you must pay the fine up front and if the judge sides with you they will return the money. It took over 9 mos for my money to be returned.
Yes - if you're not displaying a handicapped placard.

Well for instance a parking meter can accept money and give you a ticket or show a time.
that would depend on the type of ticket: a parking ticket by a 'green hornet' ( police) a movie ticket by a cashier it all deopends on where you live.
Give your friend the money for the ticket. They still have to pay the ticket, but at least in MD there are no points assessed against them since it isn't a moving violation.
If it appeared to the officer that you did it to "cut the corner" thereby avoiding having to stop at a red light or stop sign at that intersection, then YES! The ticket will be for running the light or failure to stop at a stop sign. He will also give the same ticket for pulling through a parking lot (no gasoline station there) without parking in the same situation.

Only Customer Relations at the parks can answer this. Would be worth an e-mail to them. I know when they open a new park, if you have a ticket that only covers the previous parks, they will give you credit and issue you a new ticket to cover all the parks.
