You can buy a receiver to listen to them with, but you can't transmit to them.

The receiver you want is one that's advertised as a "scanner". And then, you

have to program it to the frequencies used by the first responders in your area.

I can't help you there.

Some things to be aware of:

-- When first responders are communicating with their dispatcher or with each other,

they usually do not transmit and receive on the same frequency. So, unless you're

really handy with your scanner, you'll only hear one side of the conversation.

-- If the first responders in your area have replaced their old radio system with

a digital system ... and more and more of them are going that way ... then you

might as well forget about it. Your scanner will not help you make out anything

that's being transmitted digitally. It'll only sound like buzzy noise.
