There are couple reasons. First, the gap wasn't preinstalled properly you have to change it according requirements. Second, you installed the spark plug wires in not correct order which is bad you have to in the correct order. Third, the spark plug wires are damaged you have to replace it. Forth, check fuses.
I assume you mean for something like a car. It can be as simple as a capacitor to as complex as total shielding for the engine. The need is because spark plugs put out a random collection of radio frequencies, in fact the first "radios" were just that: a kind of spark plug that ran short or long for dots and dashes. Everybody heard everybody else.
There are three coils, which look like small boxes, to the left of the oil filler cap. One coil provides the spark for two spark plugs. The one of the right, for example, is used for cylinders 3 and 6, the middle 1 and 4, and the one on the left 2 and 5. To replace it, remove the spark plug wire in the front by releasing the catch and pulling it up and away from the coil. Remove the connector and wire on the left by pushing the release and pulling it toward the rear of the car. Then remove the single bolt with a socket. Finally, pull the whole coil up and away from the car. Below the coil is a long boot for the spark plug. Replace with a new one in reverse order. The cost of a coil is about $62 in 2007 prices at discount auto stores.
On the bottom of the oil pan like on every car? usually its either 13, 14,15mm sockets/wrenches.

my 4cyl Toyota was doing the same, I changed the spark plugs and wires and it runs like new :)
On a push mower you take the oil cap off our drain plug out (which ever it has) and tip the mower on its side with the carburetor up. Once the oil is drained, refill it. Riding lawn mowers have an oil drain bolt on the bottom of the engine and you change the oil and filter kind of like a car
Your "wet" Sparkplugs mean the you are getting to much fuel To your spark plugs and the your gap of the spark plug it too small and the spark plug ain't firing it is like when you pull and pull on a lawn mower and it don't start well you flooded it same thing with a car too much fuel to the spark plugs don't you mean sephia!. anyway ill bet its oil leaking from the valve cover
remove the spark plug. put the spark plug wire on the spark plug.place the end of the plug on a piece of metal on the mower. pull the recoil, the string that is used to start the mower while spark plug is on metal. try 2 or 3 times
