Can't find any authority for it in the CA Motor Vehicle Code, but it was in Walnut Creek, CA.
No
As long as the courts decide it should be suspended for. Add three years to the suspension period before anyone will hire you as a CDL driver again.
The same way any other licence can be suspended... nonpayment of fines, excessive points acquired, operating a vehicle (of any type) under the influence. While the above is correct there is a new Federal law that will require your CDL license to be suspended if you receive two serious CDL violations within three years. Most companies will not hire you if you have just one serious ticket. Some of the serious violations are speeding 15mph or more over the limit, following too closely, lane violation, etc. A CDL driver should contest any speeding ticket since your job depends on keeping your license.
You should expect it to be, yes.
For a CDL license it is not necessarily the points anymore. They have changed the law and now your CDL license will be suspended if you receive two serious CDL violations within a three year period. In addition, most companies will not hire you if you have one serious CDL violation or two other speeding ticket violations on your record. It is not the trucking company but their insurance carrier. If you have too many tickets, the insurance company will tell the trucking company that you cannot drive. A CDL driver needs to contest any traffic ticket. If you recevie one in your personal vehicle, it now counts the same as if you were in your truck.
Can your license get suspended for seatbelt tickets how long
Your CDL license can be suspended for two serious CDL violations within three years in any state although the requirements do vary. In some states it doesn't matter whether you receive them in your personal vehicle or in your truck and in others it does. However, I have found that they have no way to track so your CDL license is suspended anyway. You may be able to retain a CDL attorney and he may be able to get one of the speeding tickets reopended and reduced to where they will rescind the suspension. However, most companies will terminate you anyway and no one else will likely hire you.
Seatbelt violations

he was suspended because of steroid and performance enhancing drug violations
You can't even do that with a non-CDL licence, let alone with a federally regulated CDL. And, just my $.02 worth, if your driving habits caused you to get your licence suspended, it's probably for the best that you don't get a CDL.
