According to author Ian MacDonald, in his essay "Prokofiev, Prisoner of the State," Sergey Prokofiev decided to compose a neutral children's piece as a move to avoid further political condemnation (from Soviet authorities) of his works. Peter and the Wolf -- which, notably, features Peter as a Young Pioneer (a member of the Soviet youth organization) -- was the result of this effort.
