The chord changes are not anything you play. It is the theoretical description of the changing of chords. Ie: 4/4 I: Am Dm G E7 :I here the chord changes are when Am changes to Dm, Dm to G etc, in this example after four beats(a full bar).

for the verse its C D# Gm A# im just strummin with it now i havent worked out the chorus yet, the chords sound open (in the track) so they probably are not in standard tunning, but who care.. im just playin them as bar chords and it still sounds nice

It's a little tricky at first with all of the bar chords in the beginning. There are also a lot of synchapated [spelling?] rhythms in the second half of the song. Overall, I don't think it is that hard to play with a little practice. I would recommend it to an intermediate piano player.
