The law was changed in 2006...in Wisconsin they only need to send a letter ceritified or registered mail giving you 15 days to tell them they need to sue you in order to repossess. If they don't send the letter, there's only a $25 fine. I'm finding a lot of info on the old WCA but if you go to the state website under ch 425 it states clearly the new rules. The old law required a court order-the new law isn't highly publicized.

You can not legally drive a car if your license is suspended. So you will not be able to rent a car from anyone. That's not really true. Car rental companies don't really have a system to check the status of your driving record. Although yes it is illegal, its not impossible to get car on suspended license. Example: My mother rented car in TX and was pulled over and officer told her her license was suspended from VA. She didn't knowingly drive on suspended license. No ticket was given because she was out of state driver.

They won't repossess it for your license being suspended, but they can repossess it when you fail to make payments, regardless of what the current status of your license is.
