No. A fog light is an auxilary driving light. It is not intended for primary factory lighting, only secondary.
Just replaced the headlight bulbs in a 98 Grand Cherokee that had the same problem. It had the wrong bulbs in it. It had 9007's in it. Calls for 9004's.

Typical H4 conversion is very simple. Pull the screws around the headlight bevel and remove it. Pull the screws on the headlight pull it out, disconect the the actual light. replace with the H4 housing and light in the oposite order.
Th ee headlight lens is not removable separately. The assembly is held in by screws on top, and clips on the rear.
Start by removing the plastic protective cover by twisting to the right and pulling off. The low beam light is a small halogen light at the top of the two light clusters. The lower light is the high beam light (part 9005 typically). The low beam light goes into the light casing at the top under the funny dome like structure and is reflected backwards onto the light casing to create the low beam. It's a $12 part usually. One plug, one spring, no tools required for drivers side, 10MM socket to remove airscoop intake on passenger side in order to get to light cover.
Pull the headlight switch knob when it is in the headlight 'on' position. This turns on the fog lights.
You have to remove the front bumper, remove the headlight assembly. then take the fog light bulb out.

Hi. The fog light button is on your headlight switch. Take it with 2 fingers and pull it out. A small light will be on also idicating that your fog lights are on. Good luck!!

In the 2016 Buick LaCrosse, the fog light button is located on the left side of the dashboard, typically on the headlight control stalk. Look for a round dial or switch that has a fog light symbol (often resembling a headlight with a wavy line). Turning this dial or pressing the button activates the fog lights. Make sure your vehicle's headlights are on for the fog lights to function.
If fog lights were OEM equipment, try pulling on the headlight switch when low beams are on.
