Yes. Many people still play harp, so it's not a lost art yet. A good way to find harpists/ers is to Google search them in your area. there is a tuner that is shaped like a "L", and you turn the coil on the other side of the harp. it is really easy and the harpist often do it before practice or performance.:)

In normal situations, the harpist will be at about 10 o'clock to the conductor. Of course, if the harp is a solo instrument, it will be placed in front of the orchestra. See the general seating chart in the link below:
