Why would you get ticket for driving wtihout a boating license? Probably the same as the fine for practicing law without a medical license.

They wouldn't know someone was driving your car without a license so it would go up. However, if they have a wreck in your car the insurance company will most likely not cover the accident because the person didn't have a license.

Yes it will. The points system is affected nationwide and thus, regardless of where you go, unless the jurisdiction prevents out-of-state points to affect the driver's license (which Kentucky does not), it will affect your driving record as well as your insurance points.
