The State of Maryland requires two license plates on all registered vehicles, one attached to the front of the car and one to the back The fine for not having the required number of plates is $55 (as of 2007)

According to Oregon DMV website if you have an automobile your are issued two plates and one must be displayed on the front of the vehicle. http://www.oregon.gov/ODOT/DMV/vehicle/plates.shtml

In North Dakota it is required for all motor vehicles to have two license plates. North Dakota is one of 31 states that require a front license plate.

The dashboard is not going to be considered plain view. Other drivers and the traffic authorities must be able to read it while the vehicle is moving.
