well... it has to be a crossed wire... if you installed an aftermarket radio you could or they could have crossed a wire.. or any wire.. its a mess to deal with that... try replacing a relay/fuse and if that don't fix it... unplug it and add your own horn.... a local parts store may offer a free diagnostic and can tell you the issue.. remember to re connect the horn before the check.. hope this helps
