They can't. A state cannot suspend a person's license that has been issued in another state.

If you don't pay the citation, your ability to drive in WI will be suspended. Furthermore, depending upon the jurisdiction, they may also issue a warrant for your arrest. Then the next time you are stopped in WI, not only do you risk getting a citation for the reason for the stop, but also a citation for operating while suspended (in WI), and arrested for the Fail to Pay Fines warrant.
