How can you say something nice about someone you don't know very well?

Compliment them on their appearance, or talk to them enough so you can know something nice enough to compliment them on.

I'm having the same problem. This person is someone I see every day but I don't talk to them. But when I see them talking to someone else, they are cracking a joke or brightening the mood. Guessing from that, I told them they brighten the mood and are positive.
If you've never seen this person interact before and just need to say something nice, just compliment them on how they look or how they seem, like how I thought the guy was positive from his cracking jokes.
