the horn has a simple two wire plug you simply grasp firmly and pull... HOWEVER if your horn is going off constantly, perhaps due to a problem in the steering wheel you MAY have a greater problem, your Air bag. if your horn button is compromised your airbag circuit needs to be checked as what is affecting the horn may affect the airbag since the circuits run into the steering colum and then the wheel at the same place. The driver side airbag is a MAJOR safety device and should not be taken lightly. Sadly modern automobiles are not simple devices and all too often safety, performance and emissions devices all interact in ways not often considered.
That is a programmable setting. If it isn't listed in the owners manual, the dealer can set it with their scan tool.
I cant find one but if the horn is just making a clicking sound then it's the relay and that is in the glove box just take out the little panel where the rope is attached and its in there.
If the fuses are good on a 1996 Jeep Cherokee and the horn still will not work, check the horn relay switch on the passenger side fender wall inside the engine compartment. Also check to make sure that the horn is hooked up properly.

That is happening on my cherokee. I believe it is the wiring, so i am trying to disconnect the proper fuse if I can find my owners manual. Until then, I unplugged the battery. ***Check the horn relay. Remove the relay from its harness plug. If the horn does not stop, the problem lies between the relay and the horn, look for wire shorting on a live source, from breakage either from mechanical source, pinched or from corrosion. If horn stops, check Using a test light, check for voltage at the plug, there should be no voltage until you push the horn button. If there is voltage at the plug either the wire feeding the plug has shorted to a live source or the horn button is faulty. IF there is no voltage at the relay plug until you push the button (this would be ideal) then chances are the relay is faulty.
