A neutral safety switch is located on a steering column or center console depending on where your gear selector is placed, and is for automatic transmissions. the clutch safety switch is located near the floor board on the firewall where the clutch petal meets it when depressed. in both cases these switch brackets can get bent or loosened
pull forward on a bent bracket, or tighten the strap and adjust in both cases to ensure the lever is engaging this button.

If you are saying that you have reason to believe that the battery is charged, yet the starter won't crank the engine, it could be: starter, Neutral/park lockout switch, Bad electrical connection or Keyswitch.
its on the transmission close to the driver side
Dodges are good for blowing fuses. If that is not it, the fan switch might need replaced.
This is not one to easily answer. You have to rule out a couple of things before you can say it is the blower motor. These include: Fuses, Wiring(looses connectors), blower motor resistor, blower motor relay, blower motor switch, bad heater\ac mode control switch(the part that you adjust on the dash. The last unit is almost never the case. It also over 100 bucks to replce. I would check these first before assuming bad motor. Check the blower motor resistor, (the harness/connection near the fan) they appear to be prone to burning out

Try starting the vehicle while it's in gear. If it starts, your neutral safety switch is faulty.
It only allows starting the engine in park or neutral. It also is the reverse light switch.
