Unless the music CD is burned or ripped using a CD-RW, you can never delete any file from it.
In the case of CD-RWs, once you open your CD burning software (e.g. Nero), there is an option that would allow you to delete the contents of your CD-RW and replace with new ones.

You can create a CD with music format files (typically WAV files) or you can create one full of small MP3 files. WAV files play only 74 minutes worth of music. An MP3 could play for hours and hours. Assuming it's a CD-RW, you should just be able to open it and delete the files. If it's a CD-R or a CD-ROM, data burned on these can't be deleted.
CD-R means you can only write/record files to a CD/DVD one time. CD-RW means you can write/record files to a CD/DVD and then re-write new files or delete old files from the said CD-RW. CD-RW hold less than CD-R's and they tend to get buggy the more times you add/edit/delete/re-write over them. Also if you are lets say burning music to a CD to play in your car or something some CD-RW's are not really compatible with standard car stereos.
A CD is a read only device, so you cannot delete anything from them. Some CDs can be wiped completely and then re-used, but you cannot delete individual files on a CD. CDs are designed to work that way, not for using and manipulating individual files.

It depends on what kind of files are in the CD's folder. If it's a CD that was purchased with software in the folders, you probably cannot delete the folder as the files within it are write-protected against accidental deletion. If the CD is something you created and your account has full rights to the files within, you should be able to delete the folder. If it gives you an error that the folder cannot be deleted because it is not empty, delete the contents first, then the folder.

No, not to my knowledge. A CD-R can only be recorded and read. It can't be erased, reformatted, or re-recorded. In order to have the files no longer "readable", the CD would have to be destroyed. I have heard, however, that age or storage conditions can make a CD unreadable. I believe the files are still there, but the CD is damaged in some way.
