I've wanted to do the same thing. But first, you should pick out what celebrity you would want them to be like. Take Angela Genovese, for instance. She wears skinny jeans, so choose the pants that are darkest for your sim. Make it have long hair, and do the same with the shirt. Add accesories if you want to. If you want it to look like you, try Photoshop and save the picture to Sim Creater.

Sims' If you search Miley Cyrus there will be a few Miley Cyrus faces, i havn't tried yet, but if you search specificly you might find some Miley outfits.

You go on the Sims exchange on which ever one you have (the Sims 3 or 2) and type in Hannah Montana/ Miley Cyrus and download it to your game for free. then you go on pre made Sims and find her so you can customise her however you like! Hope this helps :) BTW it may be different on the Sims 2 as i only have the Sims 3 on PC.

I highly doubt this is possible. You can make a 'look-a-like' of something but you cant bring something from the sims 2 into the sims 3.
