[I am someone else adding additional information: That answer above is sort of correct, but if you are reading any euphonium music written in the treble clef (as in Great Britain where I am, ], the note described above as B flat, which plays as B flat on the piano, is called C and is read as C, so in fact it is C that is open, B flat is 1, D varies depending on which D you are playing, and in America euphonium music is written in the Bass Clef so I'm not sure what goes on there!]
The fingering for a low B flat is open (no valves pressed down) and you loosely buzz into the mouthpiece because it is a relatively low note (it is low compared to most instruments but is middle range for the euphonium)
Euphoniums produce sound much like all wind, and specifically brass, instruments produce sound. When a Euphonium player buzzes his/her lips and pushes air into the horn, s/he makes the air start vibrating against the tubes of the horn. The sound is produced through these vibrations, and so the smaller the vibrations the higher the pitch. Thus, a Euphonium's sound is created by vibrating air moving through the metal tubing. That's also why a Euphonium player can't make sound by simply blowing into the instrument; s/he has to make the air vibrate as well.

you pull/ push the tuning slides. if it is sharp, pull it out. if it is flat, push it in.
