I would look into promoting a recording studio just as you would with any other business. If you have the budget, advertise on the radio and in papers and magazines. Print up posters and flyers and put them all around.

If you are new and inexperienced, you will need to prove yourselves. Start with high school bands, and people that don't really have money to record. Do a few projects like that at first. This will help create a buzz around the business. You help artists by giving them a service, and you get practice. Then you can take some of those tracks and create a demo of the stuff that you have recorded and mixed. Not many people will want to record with someone that they've never heard of or anything. If you have a demo that shows what you have done, then they have something to reference. You can also offer package deals. Have the bands pay to record, and you do the mix for free, or something like that.
