Normally you are supposed to put lots of rosin on your bow. I'm 2nd chair in a orchestra, so I know. If you want to clean it off your strings you can use steel wool or cloth, but to clean rosin off you are not supposed to.

I one bought a violin that came with a free rosin and I rubbed it on for half an hour and nothing went on. I then bought a more expensive piece of rosin and it worked just fine.

Take the rosin in your left hand, and pretend your rosin is the string. you can actually just rub the rosin on the bow by "playing" the rosin as you would the strings. make sure you play with the entire bow.
