you would take off the cover and expose the recoil spring/shaft then detach the string and put the new one on
Sounds like the recoil broke, there are dogs(legs) that grab the motor hub when the string is pulled, there is a spring that keeps the string wound up but when you pull the string the dogs come out and grab the hub to make it spin and then when you release the string they retract so they don't get caught in the hub,,if the spring broke the dogs could have come out and grabbed the hub stopping the motor,,,remove the recoil cover and see if the motor will spin,,,there is also the chance the motor seized up,,,say from no oil,,broken piston, broken ring,,,if you remove the recoil cover and the motor will not spin it is not the recoil that is the problem it is something else.
did you clean the air filter? is there enough petrol? is the string or attached spring broken? do you have a choke?
If it has a pull string then it has a fly wheel. But the blade itself is not the fly wheel. The fly wheel is inside the upper chassi where the motor is.
You might have a problem with the fly-wheel brake if it has one. Take the shroud off the top of the motor and check the cable to the brake if it is OK you already have the cover off so the recoil will be off too, check it and see if it is bound on something.
