If you are referring to the grid on the window you have to find the break. A test light works well for this purpose. There is a paint product available at auto parts stores that works as a bridge to complete the connection in the grid.

It could be that the window motor has stopped working.

I asked a sunroof repair shop the same question in my area. I have a 97 Grand Cherokee limited with sunroof, and the weather stripping around it has deteriorated. Unfortunately, the repair shop said I would have to replace the entire glass for about $1000!!! If you find another answer, please let me know. Otherwise, I can live with it for now.
1999-2004 are the same body style. Most parts are interchangeable. The liftgate and window should be the same.
