Playing a violin in tune takes much practice. (this is what makes it such a difficult instrument to play) A violinist uses his or her fingers and personal hearing to tell when a note is too flat or too sharp. If the note is too flat, the violinist slides or rolls his or her fingertip toward the bridge, depending on how close the pitch is to the note. If the note is too sharp, the violinist does the same thing, but this time toward the scroll.
The above person is correct for when the open strings are in tune themselves. The weather affects how well the violin stays in tune, as well as not practicing that often. To tune an open string, you're going to need a tuner or another instrument that is in tune (so you can see where to tune to). If the open string is flat, take the knob for that string and turn it clockwise however much is need (knob may need to be pushed in while turning it). If the open string is sharp, take the knob for that particular string and turn it counter-clockwise (knob may need to be pulled outwards while turning it).
