There is a chime module but if it is disconnected may also affect the interior lights.

I don't know of a specialized tool. Just turn it counter-clockwise and let it drain. If it's hard to turn it most likely caused by the plastic sticking. It might break off, so be careful
Pull the cover off the dash in front of the passenger seat. In the freightliner I drove (I don't remember the year: sorry.) I found the flasher in there.
If the pitch of the noise increases with speed and also comes and goes in turns i.e. it goes away in a left turn and returns or gets louder in a right turn it is probaly a wheel bearing going bad.

The Chevrolet K1500 pickup truck flasher relay switch can be found beneath the drivers side dashboard. The flasher relay switch will be above the brake pedal.

There is not a separate fuse for the rear turn signals. If the rear does not work it is due to a defective bulb or a bad circuit board.
