im pretty sure the actor or the actor agent sends in footage of a performance in the show, and the people review it, and usually the best ones get nominated.

and I say usually because plenty of actors get overlooked for performances that weren't as good as others.

You have to be an amazing, speechless actor/actress, director, editor, ect.. You cant win an Oscar from a TV show...it has to be from a movie(s). Winning an Oscar is one of the hardest things to win.

In order to win an Academy Award, you must help make a movie. Then, your work must be nominated by your peers (other movie makers). Then, most of your peers need to vote for you. There are lots of categories for winning an Academy Award. Some of the more over-looked categories are for short films.
