This tube like instrument doesn't have both ends open. The bottom of the tube is covered or blocked, so the air doesn't go through the tube freely. Once you blow into the tubes, you have to find the perfect angle to produce the right sound or note. When you blow into the tube the air vibrates in a zigzag fashion way that hits the bottom of the tube reflecting off the bottom, and floating back out in waves. They're five or more tubes on a pan Flute. Each tube has a different length that creates different pitches. The longer the tubes, the deeper the pitch. But, the smaller the tube, the higher the pitch. The frequency is determined by the dimensions of each tube. In the pan flute, it uses resonance by blowing air into the tube, with the air reflecting off the bottom and spreading out of the open end of the pan flute creating different sounds that not everyone has heard.

Bagpipes are a traditionally Scottish reed instrument. It works via air blown into the bag, which then forces air over the four reeds inside. This causes a sound to be produced. If the player changes the pressure on the bag, he can change the pitch of the sound. this is not a brass instrument

The pan flute or pan pipe (also known as panflute or panpipes) is an ancient musical instrument based on the principle of the Closed tube, consisting usually of five or more pipes of gradually increasing length (and, at times, girth). The pan flute has long been popular as a folk instrument, and is considered the first mouth organ, ancestor of both the pipe organ and the harmonica. The pan flute is named for its association with the rustic Greek god Pan. The pipes of the pan flute are typically made from bamboo or giant reed (Arundo donax); other materials used include wood, plastic, and metal.

A Scottish bagpipe has 5 pipes. You blow into one called the blowpipe. Inside is a little flapper valve that keeps the air from going back out when you're not blowing. The pressure on the bag (produced by the side of the arm) keeps the air going into the 4 sounding pipes. One, which is in front, is called the chanter. You play the melody on it; it has a double reed to create the sound, a conical bore, and 8 fingerholes. The three remaining pipes are called drones. They produce a single note, tuned to the keynote of the chanter. The two tenor drones are one octave below the keynote; the bass drone is two octaves below the keynote.

The noise is simply made by air vibrating down tubes of different lengths and diameters.
Blowing across the tops of the tubes sets up a vibration. The frequency (pitch/note) is determined by the physical dimensions of the tubes.

If you blow across the top of an empty bottle you will hear a note. Try blowing across the top of a different sized bottle, or a bottle partly filled with water and you will get a different note.

Pan pipes are constructed to take advantage of this phenomenon.
