∙ 13y agoYou can make it by scratching your pick against the frets up and down, with the side of the pick angled 90 degrees towards the frets. You can also get a kind of schratchy sound by hacking on the whammy bar frequenlty and very fast. Other than that, you may use effect-pedals and likewise.
