Depends on the band and the venue. You may not get to "meet the band" at all. Sometimes VIP tickets allow things like early access to the venue (during the sound check, for example) or access to private waiting areas (possibly with refreshments) and a guaranteed "good seat" but don't necessarily include any interaction with the performers.
If you're buying a VIP ticket to meet a band, you should ask first exactly what the VIP ticket entails... and be sure that it's spelled out precisely. You may spend a lot more money for an experience that isn't what you were expecting. For that matter, "meet" doesn't usually mean "hang out with for hours and develop a close personal bond"; a perfunctory handshake from the bass player might be all the meeting you wind up doing.
