The broader context included ongoing conflicts and efforts to address historical grievances related to land, governance, and cultural recognition. The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) was officially established on February 26, 2019, following the ratification of the Bangsamoro Organic Law (BOL) through a plebiscite. This development aimed to provide greater autonomy and self-governance to the Bangsamoro people, addressing decades of conflict and historical grievances in the region. The transition to this new governance structure is part of a peace agreement between the Philippine government and the Moro Islamic Liberation Front (MILF). Since its establishment, efforts have been made to build governance, infrastructure, and social services in the region.
