There aren't any beats in the base clef. The clef, base or treble, just shows you what key the music you are playing is in. (i.e. what notes are in the music). If you want to know how many beats are in a piece of music, look at the two numbers after the clef. They should look a bit like this: 4 4
but they are exactly on top of each other. The top number tells you how many beats there are in the bar, and the bottom one tells you what value you are counting in.
It's hard to explain unless you properly understand music, or have some experience in it.
