It's either Beethoven's Symphony # 7 or Beethoven's Piano Concerto #5. I think the symphony was playing while he was delivering the speech and the concerto is what plays at the very end but I can't recall. Hope this helps! It's the 7th Symphony, 2nd movement.

Published or premiered on May 7th, 1824 Beethoven's Ninth Symphony , so James Monroe was President of the United States being the Fifth President of the United States. His inauguration was on March 4th 1817 and his term ended March 4th 1825.
The 9th was first performed on 7th May 1824 and since Beethoven spent much time over most of his compositions rather than composing them in 'one go' it is not possible to say with certainly, but it would have been around 1817 when he started his composition.
